Consultation on the Irish household waste collection market

The Competition and Consumer Protection Commission (CCPC) has opened a public consultation to seek views on the Irish household waste collection market. The information obtained through this consultation will help to inform a study that the CCPC is currently undertaking in this market.

Through the course of this study, the CCPC has met with consumer representative groups, academics, industry, regulatory bodies, and requested information from operators in the market. The CCPC has also commissioned consumer research on this market, and engaged with other national competition and consumer protection agencies on how waste markets operate in those jurisdictions.

Cleaner Communities Awards

Fingal County Council has launched the 2015 Cleaner Communities Awards, which is a countywide competition aiming to make our county a cleaner, greener place to live.

The Awards reward residential and business areas for their efforts in maintaining a litter-free, well presented and environmentally friendly community or place of business.
The closing date for receipt of applications is 4pm on Friday 22nd May.

Christmas Tree Recycling in Dublin 15

Mellenium Park is now the only location for Christmas Tree Disposal in Dublin 15 Area. The Park is open between 10am and 5pm. I have asked for the opening hours to be extended so that trees can be left there later in the evenings. The Park will be open this Wednesday 9th and Thursday 10th January until 8pm.

Register your Septic Tank before 28th September and save €45

All owners of domestic waste water treatment systems, including septic tanks, must register with their local authority on or before 1st February 2013. 

If you register on or before 28th September next, the registration fee is only €5. 

Registration between 29th September 2012 and 1st February 2013 will cost €50.

Failure to register by 1st February 2013 is an offence which carries a maximum fine of €5000. If your septic tank is located in Fingal, you must register it with Fingal County Council, in any of the following ways:

The Septic Tank Registration Fee - Who is Liable?
  • If your residential property is connected to a domestic waste water treatment system, by law, it must be registered by 1st February 2013.
How much?
·         The registration fee is €5 until 28th September 2012 increasing to €50 after that date.  The reduced registration is to encourage registration.
·         The fee is payable only on initial registration. There will be no subsequent fee for re-registering (every 5 years to keep register up-to-date).
How do I register?

Local Agenda 21 Environmental Partnership Fund 2012

Mr. Phil Hogan, T.D., Minister for the Environment, Community and Local Government today, has announced funding for local environmental initiatives by communities, individuals and not-for-profit groups and organisations.
 The Minister has allocated funding of €337,000 to local authorities to fund projects under the Local Agenda 21 (LA21) Environmental Partnership Fund 2012. Matching funding by local authorities will bring shared potential partnership funding to €674,000.

Rush and Malahide Lose Out On Blue Flag Awards

There were mixed results for Fingal in the Blue Flag awards. Skerries south and Donabate were awarded the Blue Flag for the first time since 1995 and 2007 respectively. Portrane and Portmarnock retained their Blue Flags this year bringing the Fingal total to four.


Malahide beach lost out over safety concerns due to a permanent red flag flying during the summer warning people not to swim because of drowning dangers.Rush South in north Co Dublin was not awarded the flag because of non-compliance with water-quality criteria.


Last year Fingal County Council said that bird droppings were responsible for Burrow Beach in Sutton, north Dublin, failing the standard for water quality. Could it be that the birds have now moved to Rush South?

Odour Nuisances at Swords Waste Water Treatment Plant.

Please note the following statement From Fingal County Council today in relation to the current odour nuisances at Swords Waste Water Treatment Plant.

Because of recent odour issues at Swords Wastewater Treatment Plant, the Plant Manager suspected that the odour control system was not operating to its full potential.  A full inspection of the odour control system was therefore undertaken this week.

Public Consultation Report on Wastewater Treatment Plant

The Greater Dublin Drainage Project Team today published the Public Consultation Report ‘Alternative Site Assessment Phase One: Preliminary Screening Outcomes Report, October 2011 on www.greaterdublindrainage.ie.

It outlines all the issues raised in the more than 10,000 submissions received from local people and other stakeholders during the project’s non-statutory public consultation held from October to December last year as part of the process of finding the most suitable locations for a new regional wastewater treatment works, a new marine outfall and a new orbital sewer.  

Every submission was reviewed by the Project Team and their specialists to identify the key areas that need to be taken into account before a preferred location is identified for the vital new wastewater infrastructure, which will be needed in addition to the existing regional wastewater plant at Ringsend, which is currently planned to be extended to its full capacity. 

Among the issues raised in the submissions received to date are: archaeology and cultural heritage, community impact, construction impacts, ecology and protected habitats, shellfish waters, health and odour impacts, livelihood concerns, agronomy, agriculture and horticulture, the need for the project, overburdening property and land values, road infrastructure and traffic/road safety, technologies and treatment levels, sludge treatment, water quality, the outfalls, and the planning process. 

 Peter O’Reilly, Project Engineer, Fingal County Council said today that the Greater Dublin Drainage Consultants hope to be ready to announce the next stage of the Project, which includes 3 emerging preferred sites and the associated pipeline and outfall corridors next month, down from the nine land parcels identified last October. 

These emerging preferred site options are currently being examined in further detail. “The announcement of the shortlisted preferred sites will mark the start of another eight weeks of public consultation with people living in the communities affected and all other stakeholders. 

This non-statutory public consultation will continue for eight weeks and everyone will be invited to take part and to give their views on the sites that will be on the shortlist”, Peter O’Reilly said. Extensive further studies will be carried out over the summer and autumn on the emerging preferred site options, before one preferred site, outfall location and pipeline route is selected towards the end of the year, as being the most suitable to go forward to seek planning approval from An Bord Pleanála. 

At that stage, An Bord Pleanála will carry out its own statutory public consultation, so there will be opportunities for people to be consulted and involved again at that stage, before the final decision is made by the independent Bord,” Peter O’Reilly said.

The new regional wastewater treatment plant is needed in addition to the Ringsend plant, which is currently planned to be extended to its full capacity at which it will be able to treat wastewater from the equivalent of 2.1million people. 

The regional plant in north Dublin will initially be one third the size of the Ringsend plant. It will treat 350,000 population equivalent in 2020 when the plant opens and will be capable of treating up to 700,000 population equivalent when it is at full capacity by 2040. (Population equivalent includes wastewater from industries, hospitals, schools, offices, businesses etc as well as homes.)

€2m for Anti-Litter Scheme

Mr. Phil Hogan, T.D., Minister for the Environment, Community and Local Government, today (13 April 2012) announced the provision of €2,150,000 in grants to local authorities, €900,000 under the Anti-Litter & Anti-Graffiti Awareness Grant Scheme, for public education and awareness initiatives in relation to both litter and graffiti, €750,000 for a new Litter Enforcement Scheme, and a further €500,000 under the Tourist Season Anti-Litter Grant Scheme (details attached). 

Fingal County Council will receive €35,000 under the Anti-Litter & Anti-Graffiti Awareness Grant Scheme and €20,000 under the Tourist Season Anti-Litter Grant Scheme.

Fingal County Council has announced the launch of the Cleaner Communities Awards for 2012. Fingal Cleaner Communities is a countywide competition aiming to make our county a cleaner, greener place to live.

The Awards reward residents, community groups and businesses for their efforts in maintaining a litter-free and well presented community or place of business. A new category “Best Biodiversity Project” has been added this year which rewards people who have taken steps to promote biodiversity in their businesses or communities.  (Click on header for more).

Gormley vetoes 'naming and shaming' of litter louts

Gormley: naming would be illegal
ENVIRONMENT minister John Gormley has been criticised for banning the publication of the names and addresses of 'litter louts' in newspapers.

The department of environment, heritage and local government has contacted every local authority telling them the policy would be illegal, despite perceptions that such a deterrent could encourage people to clean up their acts.

While it is unclear exactly how many councils planned to adopt the move – which would include a 'name and shame' policy on websites and in local media – they have now been told to dump the idea.

Referring to previous such actions, county managers were told the publication of names and addresses in newspapers – referring to advertising paid for by authorities as opposed to local court reports – would be in breach of data protection legislation. (The names and addresses of people convicted in court can legally be made public.)

Specifically, such a policy would breach section 2A of the Data Protection (Amendment) Act 2003.

"It is further recommended that any such material currently on local authorities' websites should be removed immediately and that no further publication should take place," the letter stated.

The direction has drawn criticism from supporters of the proposal.

Fine Gael councillor Kieran Dennison, whose proposal for such a move was adopted in Fingal, north Dublin, rounded on Gormley.

"This is an example of how silly government regulation has become in Ireland," he said. "While the local newspapers can name and shame when reporting court proceedings, the council cannot publish the same details on an adjoining page or even on its website. Ireland has changed from a 'can do' country to become a 'can't do' land."

Bin Tags Change Colour

Fingal County Council’s Bin Tags have been re-designed, with yellow being replaced with purple and red being replaced with green.  The new stock will be on sale in shops from Monday 30th November 2009.
Yellow and Red Tags will be accepted at our Recycling Centres and on our black bins until January 4th 2010.



For Customers who have a surplus of the yellow or red tags, they can be exchanged as follows.
Customer to write their full name, address and telephone number on each tag to be exchanged.
