The County Development Plan 2011 - 2017 

MOTION NO. MD 13.75 
It was proposed by Councillor K. Dennison, seconded by Councillor R. Coppinger:

“To rezone the lands delineated on the attached map from RS (residential) to GB (greenbelt).
Barnhill and Barberstown – reverse rezoning that occurred in the last development plan.

The following report by the Manager which had been circulated was CONSIDERED:

“The subject lands are located to the south of the Clonsilla to Pace railway line which is currently under construction.  North of this railway line is the Hansfield Strategic Development Zone (SDZ).  A railway station is to open here serving the SDZ lands to the north and the subject lands.  Any development on these lands will be subject to a Local Area Plan as the subject lands are zoned ‘RA’ for residential development with a Local Area Plan.  Development, therefore, would have to comply with the objectives of a completed Local Area Plan and the requirements of the Development Management process.   

A significant amount of investment in the form of rail line, rail station and drainage, has been spent on, and is committed to, the provision of infrastructure in this area, and it would be inappropriate to rezone the lands to GB.   

RECOMMENDATION
No change.”

Following discussion the Motion was put and on a division the voting resulted as follows:
For:  7 (Seven)           For: Councillors Coppinger, Daly, Dennison, Loftus, Nulty, O’Callaghan, Waine. 
Against: 11 (Eleven)              Against: Councillors Byrne, Butler, Coyle, Devitt, McGuinness, McGuire, McKeon, Murray, O’Brien, O’Connor, O’Leary   
Abstain:  3 (Three)                Abstain: Councillors Hamill, Kelleher, O’Donovan.

The Mayor, Councillor C. Byrne declared the Motion LOST.

LANDS AT LARAGHCON
MOTION NO. MD 13.71 
It was proposed by Councillor K. Dennison, seconded by Councillor E. Loftus:

“To rezone the lands delineated on the attached map from RS (residential) to GB (greenbelt).
Laraghcon.” (protect the Liffey Valley).

The following report by the Manager which had been circulated was CONSIDERED:

“This area of land was part of the original Laraghcon Action Area Plan (1996).    It is currently subject to RS zoning with a density restriction of 10 units per hectare. The lands have not been developed to date.  Recent planning history on the site is as follows:

F04A/0142 – Application withdrawn for 67 houses
F07A/1379 – Permission refused for 69 detached houses on a site of 6.6ha on grounds of visual impact and sensitive landscape and traffic.

These lands have been zoned since the 1993 Development Plan and have been subject to an Action Area Plan and it is considered that the zoning should remain.

Pre-planning meetings are currently under way in relation to these lands.

RECOMMENDATION:
No change.”

Following discussion the Motion was put and on a division the voting resulted as follows:
For:  9 (Nine)             For: Councillors Coppinger, Daly, Dennison, Hamill, Loftus, Nulty, O’Callaghan, O’Donovan, Waine.  

Against: 11 (Eleven)           Against: Councillors Butler, Byrne, Devitt, Kelleher, McGuinness, McGuire, McKeon, Murray, O’Brien, O’Connor, O’Leary 

Abstain:  1 (One)       Abstain: Councillor Coyle.
The Mayor, Councillor C. Byrne declared the Motion LOST.
