New Cycle Track for Millennium Park

Two new learn 2 cycle tracks are being installed by Fingal County Council, at Millennium Park, Blanchardstown and in the park adjacent to Brackenstown Road, Swords.

These new cycle tracks will be used for cycling practice by local schools, for group cycling classes arranged by Fingal County Council and will also be open to the public for their use.

The tracks will provide a safe learning environment for cycling students of all ages, from small children learning to cycle for the first time to those returning to cycling in their older years, and everyone in between. By learning on a flat surface with correct road markings people will learn to cycle safely obeying the rules of the road. This will later help them to feel confident and safe when using the road in reality.

The Blanchardstown track was created on top of the concrete area that is used for the skating rink in the festive period each year. This space has now become a useful feature all year-round, providing cycling opportunities when the ice rink is not in situ.

Fingal cycling and walking officers will offer courses for adults, children and schools programmes in both spaces and we look forward to seeing lots of people using the tracks to practice their own safe cycling skills and teach their children those same skills. Off-road cycling on a course like these ones can really build your confidence and help you understand the safe behaviours needed when cycling on the road while also providing a fun experience in the parks.

Safe Routes to School Round for Scoil Ghráinne

Scoil Ghráinne Community National School is one of three schools in Dublin 15 selected for the next round of Safe Routes to School.

The Safe Routes to School (SRTS) Programme was developed in partnership by the National Transport Authority and Green-Schools in 2020, to encourage more walking and cycling to school, reducing traffic on roads at peak times and improving air quality around schools.

Surveys of parents suggest that 16% of students travel to Scoil Ghráinne by car and 81% by Active Travel - walking, cycling and scooting. When parents were asked 96% said they would support works at the front of the school that improve student safety, putting pedestrians and cyclists first.

Walking to school and arriving by bus to this busy area can be made safer by reducing car idling and providing a safe place for buses to stop. The works will involve:

• New crossing at Rosedale to make the walk to school much safer and easier.
• Creating a school bus parking area next to the roundabout and extending the footpath to this area 
• Adding bollards on both sides of Rosedale Road
• Creating a new raised, zebra crossing on Rosedale Road and repainting the existing zebra crossing at the entrance to Phibblestown Wood
•  Adding a new uncontrolled crossing with dished paving at the entrance to Rosedale Drive/Crescent     Adding high friction buff coloured road surfacing on Rosedale Road

The council will be liaising with the school, residents and other stakeholders in the coming weeks with construction expecting to begin before the summer.

Ongar Barnhill Link Road

Construction has begun on the new Ongar Barnhill Link Road. The first phase was completed 10 years ago to allow access to Barnwell and the two schools there.

In this second phase Fingal County Council have contracted BAM Civil Ltd to build a 1.16km four-lane carriageway. Only the southbound carriageway will be built out initially. There is then a further approx. 0.9km of single carriageway road built out to completion, including two signalised crossroads and 3 roundabouts. All roads will include cycle lanes and footpaths.

An important part of the construction will be a new bridge over the Clonsilla-M3 Parkway rail line. The €14m project is expected to take two years to complete. This road will eventually connect to the proposed Kellystown road to run south of the railway from Carpenterstown and Porterstown, providing better connectivity for the Dublin 15 area.

Active Travel

Active Travel is about using sustainable transport like cycling and walking and trying to replace a small number of our car journeys. To achieve this, Fingal County Council are expanding and improving our cycling and pedestrian infrastructure across the County.

Active Travel considers the needs of those who use prams, pushchairs, scooters and wheelchairs. Along fast or busy roads, new cycling infrastructure will be physically separated from traffic.

The 3-year Capital Programme 2024 to 2026 includes an overall provision for expenditure of €72.97m; local schemes include:

•     Ongar to National Aquatic Centre route €14.37m
•     Hartstown/Huntstown/Mountview  €1.1m for connecting to Ongar Road and Shelerin Road
•     Clonsilla to Damastown Cycle route €1.3m
•   Clonee to Blanchardstown Shopping Centre route €5.5m
•   Blanchardstown to Phoenix Park route €550k
•   Royal Canal to Dunsink Lane route €2.4m.

Church Gate - New Housing for Clonsilla

Construction is expected to begin at the site beside Lidl on the link road this summer. This will be named Church Gate. The planning permission granted in 2018 is for 45 no 3 bed houses, 22 no 4 bed houses and 36 apartments in 2 blocks of 3 stories comprising 12 one bed and 24 two bed units (See map on back).

Further up the link road, the final phase of new houses at Castlefield Hall are due to go on sale in late April. I hope these will all be badly needed homes for first time buyers.

Plan for Clonsilla Village

 Fingal County Council has commenced the process of preparing a new Framework Plan for Clonsilla.

This will be a proactive plan to manage and influence village-centre improvement in Clonsilla and act as a starting point for future funding opportunities and works within the study area.

The Plan will help in the revitalisation and improvement of Clonsilla and enhance the village centre and community infrastructure for existing and future communities.

The Council is now seeking input and suggestions from the public to identify local issues and make suggestions as to what the Framework Plan should address.

As part of the public consultation process there will be a ‘Drop-In Session’ at Blanchardstown Library on Monday 19th February 2024 between 4pm and 7pm. Please come along and have your say! This session will be conducted by a consultant facilitator who will focus on issues facing the future of Clonsilla.

59 apartments at the Lodge

Torca Homes have had their plans approved by An Board Pleanála to construct 59 apartments at the Lodge in Clonsilla, Dublin 15. The existing house and outbuildings currently on site will be demolished to make way for the proposed development.

The 59 residential units will be constructed in a single apartment block in a mix of one, two and three-bedroom apartments that will each have either balconies or terraces to provide private open space for future residents. The 1.2 acre site was acquired in 2021 for €2,150,000.

€400,000 allocated to upgrade of N3 - M50

Transport Infrastructure Ireland (TII) has just announced the greenways and roads allocations for 2022. Fingal county council has been allocated €1.1 million of which €400,000 is for the upgrade of the N3 to M50 road.

In total €616m of Exchequer funds have been provided for national roads in 2022 (regional and local roads are allocated separately). The funding allocations are made having regard for the National Development Plan 2021-2030 (NDP), which balances investment in transport against other priorities of Government on housing and health.

Fingal has been working in collaboration with Meath County Council and TII, to develop a multi-modal transport scheme along the section of the N3 between the M50 and Clonee. This will help to relieve congestion and focus on improving long term access to public transport with bus connects. It will also see the upgrade the the Castaheany interchange.

The proposed development will improve journey times and reliability of the N3 corridor which will support the sustainable economic development of the wider region. It will also enhance safety for all road users on the surrounding local road network by improving the operational efficiency of the N3 corridor. The provision of an inbound bus lane and reduction in queuing times will facilitate an increased modal share for buses along the N3 corridor.

New public toilets for Millenium Park

Works have begun on the installation of the new public toilets at the Millennium Park. They will be located on the boundary of the playground and should be completed by the end of March.

The building will be a BER A rated, timber frame modular building with a Western Red Cedar Cladding and aluminium exterior finish.

Building includes;

· 5 x Wheelchair accessible unisex bathrooms.

· Baby changing facility in each unisex bathroom.

· 1 x Changing places room

· 1 x Park ranger unit with First aid

Water outage for Littlepace, Clonee area as Irish Water carry out essential infrastructural works in Dublin 15

Irish Water, working in partnership with Fingal County Council, is progressing essential infrastructural works at Deerhaven Park, Littlepace, Dublin 15. When completed, these works will provide a safer and more secure water supply to homes and businesses in Dublin 15.

Works will start on Monday March 1, 2021 and are scheduled to be completed within 8 weeks. Works are being carried out by Carty Contractors Limited on behalf of Irish Water and will be delivered in adherence with current government and HSE advice on Covid-19.

In order to safely facilitate the works two water outages are scheduled to take place from 8am to 8pm on Wednesday 3 March and Tuesday 9 March 2021.

While these works are ongoing customers in Dunboyne, Loughsallagh, Clonee, Stirling Road, Damastown, Littlepace, Williamstown, Allendale, Ongar, Mount Symon, Portersgate, Hartstown and Lohunda will experience a water outage. Following the completion of the works it may take a number of hours for the network to refill and for normal water supply to return to all impacted customers.

These works are part of a national upgrade programme and will involve the construction of a Pressure Reducing Valve (PRV) Chamber and other essential works off the existing pipeline which runs through Deerhaven Park. These chambers will allow significant water conservation and savings to be made in the Dublin 15 area as well as improved water pressure for residents. Works will include the installation of key water infrastructure in the green area of Deerhaven. The park area will be fully reinstated following the works. All chambers will be made flush with the existing ground and no items will protrude over the ground.

Furthermore, works involving the installation of electrical ducting will be carried out close to the existing Kiosk on the green. The park area will be fully reinstated following the works. All chambers will be made flush with the existing ground and no items will protrude over the ground.

Fingal adopts budget of €269m for 2020

Fingal County Council has adopted a budget of €269m for 2020 to provide services and investment designed to improve the county as a place in which to live, work and invest.

It is an increase of €32m from 2019 and is the equivalent of €911 per head of population. The 2020 Budget will enable the Council to continue managing the on-going demands of the fast-growing and youngest county in Ireland.

New Regional Wastewater Treatment facility in North Dublin gets go ahead

An Bord Pleanála has granted planning permission for Irish Water’s Greater Dublin Drainage (GDD) Project in North Dublin. Once operational, this key piece of infrastructure will safeguard the environment and facilitate sustainable growth of new homes and businesses in the region. Projected growth in population and increased commercial activity means the volume of wastewater generated in the greater Dublin area will increase by more than 50% during the next 30 years. Having adequate wastewater treatment capacity is vital to protect public health, safeguard the environment and facilitate this social and economic growth.

Fingal County Council records highest proportional increase in local authority housing stock in 2018

Fingal County Council recorded the largest proportional year-on-year increase in housing stock among local authorities in Ireland in 2018, an annual audit of its services has shown.

Some 348 properties, a rise of 6.59%, were added into the ownership of Fingal County Council, bringing its total number of stock in its ownership to 5,211. Some 24 units were sold during 2018.

Councillors approve €619m Capital Programme

Councillors approved a Capital Programme worth €619m at tonight’s monthly meeting of Fingal County Council in County Hall, Swords.

The three-year rolling programme runs from 2020 to 2022 across seven divisions and represents a €30.63m increase on the 2019-2021 Capital Programme and a 91% increase on the €324m provided for in the 2017-2019 Capital Programme.

Irish Water turns sod for the €88m Blanchardstown Regional Drainage Scheme to support development and safeguard our environment

Irish Water, working in partnership with Fingal County Council, has begun work on the Blanchardstown Regional Drainage Scheme in Waterville Park in the Tolka Valley. The delivery of this significant infrastructure project will support existing and future residential and commercial development and will safeguard the environment in Blanchardstown and surrounding areas.

The existing wastewater network was constructed in the 1970s and since then the area it serves has expanded considerably. The project will upgrade the existing wastewater network in Mulhuddart and Castleknock, as well as a number of towns in Meath including Dunboyne, Clonee, Ashbourne and Ratoath. These works have been carefully planned so as to minimise any impact on the public.

The primary works will be contained within an area of Waterville Park. This will enable the construction of the underground storm water management facility and pumping station. Along Tolka Valley Park, 3km of new wastewater network will be constructed by tunneling methods, to ensure that the impact on the park and its users is kept to a minimum.

This project represents an Irish Water investment of almost €88 million in the Blanchardstown region. The works will be completed by Ward and Burke Construction Limited on behalf of Irish Water and are scheduled to be completed by 2023.

Public consultation on draft Dublin Airport Local Area Plan

Fingal County Council is holding a public consultation process on a new draft Dublin Airport Local Area Plan (LAP) and a proposed Variation to the Fingal County Development Plan 2017 – 2023.

A presentation on the draft Dublin Airport LAP and Variation No.1 was given at the Fingal Council meeting in July and is now open for public consultation until October 15th.
