Question:-
“Has the HSE, from its inception, made payments to former Health Board CEO’s who had retired and to state who was paid and the amounts involved?”

Response:-

In 2005, a severance arrangement was in put in place which was agreed and approved by the Department of Health and Children for former CEO’s of the Health Boards.  The Former CEO’s who availed of this arrangement are as follows:

  • Ms. Maureen Windle, Former CEO, Northern Area Health Board
  • Mr. Martin Gallagher, Former CEO, East Coast Area Health Board
  • Mr. Michael Lyons, Former CEO, ERHA.
  • Mr. Denis Doherty, Former CEO, HEBe
  • Mr. Pat Gaughan, Former CEO Midland Health Board
  • Mr. Paul Robinson, Former CEO, North Eastern Health Board.
  • Dr. Sheelagh Ryan, Former CEO, Western Health Board.
  • Mr. Stiofan De Bruca, Former CEO Mid West Health Board
  • Mr. Pat Harvey, CEO, North West Health Board.

The former CEO’s received Lump-Sum, Pension, Severance and Ex-Gratia payments.  A re-training grant was also to be paid only on the basis of vouched expenditure.

Motions


Motion:-

“That the Forum be provided with a report on the ambulance service for Swords, Co. Dublin and to detail any funding issues with the Dublin Fire Brigade Service.”

Reply:

In relation to Emergency Ambulance Service delivery within the area, I can confirm that the HSE National Ambulance Service Eastern Division operates a 24 hour 365 Ambulance Service from its Ambulance Station in Lisenhall Swords.

This service can be supported if required by recourses from any of the other 10 Eastern Division Ambulance Stations and or the Dublin Fire Brigade Ambulance resource on dynamic or strategic deployment models. Also Ambulance Service motorcycle units can be deployed on a need basis or as a standard resource in the short, medium or long term. We also have various response models from Ambulance officers, who can respond if and when required.

As a National Ambulance Service, resources from the National Ambulance Service North East Division can also be deployed when required into the area, as can resources from other divisions on request.

The introduction of Advanced Medical Priority Dispatch System within the Regional Command and Control Centre, at Townsend Street, allows for appropriate categorization of calls verses appropriate response models and this will also assist in the timely levels of response. All of the above will assure service delivery and non compromising of patient care.

In relation to funding issues with Dublin City Council, the HSE currently has an arrangement in place with Dublin City Council for the provision of 11 ambulances to operate on behalf of the HSE in a predefined area. This area was initially defined as a result of the Review of Ambulance Services in Ireland conducted in 1993. To date, the HSE has not made any request to DCC to change the location of those 11 ambulances.

The issue of the withdrawal of services from the Swords area by Dublin City Council is a matter for the Council and I am not in a position to comment.  Dublin fire brigade have never been funded by HSE to provide ambulance service in Swords as we already do this ourselves from our base at Lisenhall, Swords.  We fund all other ambulances provided by DFB in Dublin. DFB put an ambulance base in their fire station in Swords at their own expense.  They have given us notice that they will be withdrawing this service due to their cost saving measures, nothing to do with our budget situation.

Question:-
“To ask for a financial update for Connolly Hospital for the year to date and to indicate how many beds are closed there?”

Response:-

At the end of September 2010, Connolly Hospital is reporting an over run of €5.5m (6%) against budget. A number of measures to address the deficit are in place.   The hospital is doing everything it can to reduce expenditure.  Taking account of all the measures, there remains an unresolved deficit of €2.2m (3%).  The hospital continues to work on this to achieve breakeven at year end. 

Part of Connolly Hospital’s Cost Containment Plan was closure of the Transition Unit (24) beds on 1st October, 2010.  In addition 1 ICU and 1 CCU bed also closed. However, these two critical care beds are re-opened when clinically required.

Our Lady of Lourdes Hospital, Drogheda
Wait time for all speciality paediatric surgical patients is 3-6 months in OLOL
There are no paediatric surgical patients waiting over 12 months
Cavan Hospital

Question:-
To ask for an update on the proposed Academic Medical Centre for Connolly Hospital?

Response:-

The Partner Steering Group recently met with Dr. Bedford, Specialist in Public Health Medicine and Mr. Stephen Mulvany, RDO, Dublin North East and a briefing paper is being developed.

Work of the Medicine Integration Team, Surgery Integration Team and Organisation Development Teams remains on-going. The Medicine Integration Team are currently exploring the possibility of a potential pilot project in Rheumatology.  Discussions are on-going with other clinical areas with regard to potential integration.   The Surgery Integration Group are currently carrying out reviews and in that context have invited representatives from Orthopaedics and Urology to meetings.

To ask for a report on the Medical Assessment Unit at Connolly Hospital and how many beds will be involved?

Response:-

A Steering Group has been established to progress development of the Medical Assessment Unit.  Clinical Inclusion Criteria and Critical Care Pathways are currently being finalised.  Medical Governance for the MAU is currently being reviewed in conjunction with the Hospital Executive. It is anticipated that the MAU will have 10/12 beds.
